This book provides a legal analysis of the 2012 International Telecommunications Regulatios (ITRs). It traces actions taken by the ITU to convene the 2012 conference (WCIT-12), whose task it was to revise the 1988 ITRs. Above all, the book offers a commentary on the functional and moral fabric of the ITRs, which is not only a multilateral legal instrument that sets out basic principles of… international telecommunications, but also serves as a moral compass that brings the people of the world together. Unfortunately, it proved impossible to reach consensus on all provisions of the 2012 ITRs, so a number of countries (mostly developed countries) did not sign the treaty, which is unusual for an ITU treaty.
