The year 1998 marks the 150th anniversary of the Swiss Federal State and, consequently, that of the Parliament as well. The Parliamentary Services, in commemoration of this milestone, have decided to publish a two-volume set of works dedicated to the history, operation and the physical setting of this institution. In «The Swiss Federal Assembly 1848-1998», Jean-François Aubert, professor of Law… from the canton of Neuchâtel, as well as a longtime, former parliamentary deputy both in the National Council and the Council of States, captivates the reader with the fascinating history of the Parliament. The evolution of the relations between the Federal Assembly and the government, the transition from the majority system to the proportional system of representation, and the political forces at work behind the scenes of the Federal Assembly are but a few of the many aspects masterfully described. The second volume, «Switzerland’s Parliament and the Parliament Palace», is replete with the photographs of Véronique Botteron, Alessandro della Valle, and Edouard Rieben, in turn depicting the Parliament at work, presenting the people and the services operating in the background, and revealing the splendour of the Parliament Palace building. This volume includes an absorbing and richly anecdotal text written by the Bernese political scientist Adrian Vatter comparing the Parliament back in 1848 with that of today, as well as a study provided by Urs Staub of the Federal Office for Cultural Affairs which describes the architecture and decoration details of the Parliament’s Federal Palace.
