Between 1948 and 1971, the construction of the Aswan High Dam evolved from a national development initiative into a major international political issue. Conceived as a project to regulate the Nile and support Egypt’s economic development, the dam became entangled in complex diplomatic negotiations and strategic calculations involving several global actors. Governments in Egypt, the United States,… and the United Kingdom, together with the World Bank and later the Soviet Union, played significant roles in shaping the decisions that ultimately determined how the project would be financed and built. This book examines the political and institutional processes behind those decisions. Relying on extensive archival documentation that includes cabinet minutes, intelligence assessments, diplomatic correspondence, and legislative debates from the United States, the United Kingdom, and Egypt, this study presents a documentary-based account of how governments and international institutions evaluated, debated, and negotiated their involvement in the project. The narrative traces more than two decades of negotiations, beginning with early discussions on international financial assistance and continuing through Anglo-American policy formulation, the conditional engagement of the World Bank, and the withdrawal of Western financial support in July 1956. It then examines the political developments that followed, including the nationalization of the Suez Canal, the resulting crisis, and the subsequent Soviet commitment under which construction of the dam was carried out. Rather than focusing on technical design or environmental impacts, the book concentrates on the policy decisions, diplomatic exchanges, and institutional deliberations that shaped the project. It reconstructs how development financing became intertwined with broader geopolitical considerations during a period marked by decolonization, Cold War rivalry, and shifting international power relations.
